Gram SabhaGram Panchayat
A body of persons registered in the electoral rolls of a village within the village Panchayat area.An elected institution of self-government at village level.
It is the broad deliberative assembly of village electors. It has elected seats, a chairperson and statutory executive/governance functions.
Article 243A says it may exercise powers/functions that State law provides. Its composition, powers, finances and procedures are supplied by Part IX plus State law.
It can enable participation, beneficiary review, transparency and social accountability. It prepares/implements plans and schemes only to the extent powers are devolved.

6. Three levels and the twenty-lakh exception

LevelCommon institutional nameConstitutional position
VillageGram PanchayatRequired under Article 243B.
IntermediatePanchayat Samiti/Block or equivalentRequired generally, but may be omitted in a State whose population does not exceed 20 lakh.
DistrictZila ParishadRequired under Article 243B.

7. Composition and election of chairpersons

Under Article 243C, all territorial seats in a Panchayat are filled by direct election. The State law may also provide representation of village chairpersons at intermediate/district levels and of MPs, MLAs, Rajya Sabha members and Legislative Council members in specified circumstances. Population-to-elected-seat ratio should, so far as practicable, be uniform throughout the State, and constituency population-to-seat ratio within a Panchayat should also be broadly uniform.

The village-level chairperson is chosen in the manner State law provides. The chairpersons at intermediate and district levels are elected by and from among the elected members of the respective Panchayat. Do not assume that the Constitution mandates direct popular election of every Panchayat chairperson.

8. Reservation under Article 243D
